libcman-dev software package provides Red Hat cluster suite - cluster manager development files, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcman-dev
libcman-dev is installed in your system.
Make ensure the libcman-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcman-dev *
You will get with libcman-dev package name, version, architecture and description in a table
